John Denham launched the debate on the future of higher education in February 2008, in a speech to the Wellcome Collection. He said:
We need to decide what a world-class HE system of the future should look like, what it should seek to achieve, and establish the current barriers to its development

On 24 February 2009, John Denham, Secretary of State for Innovation, Universities and Skills gave a speech at a conference of vice chancellors, where he set out his views on the future of higher education.
